Measles and mumps are spreading.

A total of 465 cases of measles have been confirmed in 19 states from January 1 to April 4.

"To challenge the risky misinformation that is being spread by a group of anti-vaxxers, it's crucial that everyone around them be vaccinated to shield them from infection", Barbot said.

Some Orthodox Jews have resisted vaccines.

Those who have not been vaccinated or do not have evidence of immunity could be fined $1,000.

Others remained convinced, against expert assurances, that vaccines were unsafe.

Officials said 285 measles cases have been confirmed in New York City since the beginning of the outbreak, the largest in the city since 1991.

"And it's everybody's option to do what he wants".

Deputy Mayor for Health and Human Services Dr. Herminia Palacio echoed de Blasio's comments citing the safety and effectiveness of the MMR vaccine. Officials there banned children not vaccinated against measles from public spaces last month.

Ordering people to be vaccinated without their consent is "an extreme measure, which is not provided for in the law and raises civil liberties concerns about forced medical treatment", Donna Lieberman, executive director of the New York Civil Liberties Union, said in a written statement.

The emergency requires vaccinations for people exposed to the virus and applies only to those who live in four ZIP codes in Williamsburg.

The city can't physically force someone to get a vaccination, but officials said people who ignore the order could be fined US$1000 ($1325).

The city also warned that yeshiva religious schools and day care programs serving the local Orthodox Jewish community would face penalties and possible closure if they keep taking in students who are not vaccinated against measles, which can cause severe diarrhea, pneumonia and vision loss and can potentially be fatal.

To encourage immunization, the city has created the slogan, "Don't wait". One school that violated the mandate has been linked to more than 40 cases, the health department said.

"We try to control our school, and we really strive to comply 100% with the Department of Health", he said.

The U.S. Supreme Court upheld such an order in a 1905 case involving smallpox vaccinations in Cambridge, Massachusetts.

"We have also received reports that there are people attending so called measles parties bringing children together to purposely get exposed to measles". The CDC attributes the trend partly to lack of health insurance.

The CDC has said that in the decade before 1963 when a vaccine became available, almost all children got measles by the time they were 15 years of age and that an estimated 3 to 4 million people in the United States were infected each year.

"There is a very strong anti-vaccination propaganda movement in these communities, and they're very effective", said Blima Marcus, a nurse practitioner who lives in Brooklyn. She and fellow volunteers from the Orthodox Jewish Nurses Association have been holding workshops to reassure mothers that the vaccine is safe and effective.

Measles is a highly-contagious disease which is spread through the air and by person-to-person contact. Deaths are rare in the USA, but measles killed 110,000 people globally in 2017.

Since 1963, "widespread use of measles vaccine has led to a greater than 99% reduction in measles cases compared with the pre-vaccine era", the CDC said.
