China's opposition to designate Jaish-e-Mohammad (JeM) chief Masood Azhar as an worldwide terrorist by the United Nations runs counter to its mutual goal with the U.S. on regional stability, according to a State Department official.

The fate of the proposal to designate Pakistan-based Azhar as a global terrorist by the UN Security Council will be known in less than 24 hours when the deadline to raise objections to the bid expires.

China has single-handedly been blocking Azhar's listing as a global terrorist at the UNSC committee for a decade now.

The Committee makes its decisions by consensus of its members. "This has prevented action by the worldwide community to designate the leader of (JeM), a proscribed and active terrorist organization which has claimed responsibility for the terrorist attack in Jammu and Kashmir on 14 February 2019", it added.

India has expressed disappointment in the outcome and said it will continue to pursue "all possible avenues to ensure terrorist leaders are brought to justice".

"China's move to hold the listing is inconsistent with its own stated goals of combating terrorism and furthering regional stability in South Asia", the diplomat added.

Confirming the development, Ministry of External Affairs (MEA) said, "1267 Sanctions Committee, upon completion of the no-objection period on 13 March 2019, was not able to come to a decision on the proposal for listing Mohammed Masood Azhar Alvi under the UN Sanctions regime, on account of a member placing the proposal on hold".

An inkling of Beijing's view on the issue came during Foreign Ministry Spokesperson Lu Kang's press conference Monday in Beijing when he was asked about how China would respond to the proposal to list Azhar in the UNSC.

In the aftermath of the Pulwama terrorist attack, three permanent members of Security Council - the US, France and the United Kingdom - had moved a resolution to designate Azhar a glocal terrorist.

The postponement could last nine months, and it is the fourth time China - a close ally of Pakistan - has blocked attempts to have Mr Azhar designated as a terrorist.

"China will continue to adopt responsible attitude and participate in the deliberations in the UNSC 1267 Committee", Lu said on Wednesday.

"I urge Beijing to allow the United Nations to place sanctions on Azhar, the leader of a UN-recognized terrorist organization", Sherman said.

On Monday, India's foreign secretary Vijay Gokhale met U.S. secretary of state Mike Pompeo to press the terror issue. The United States is urging Pakistan to see the "urgency" of taking action against them.

China's stand follows despite India and China slowly mending ties after a 73-day military standoff in 2017.

The diplomat also accused Pakistan for depending on China to protect terrorist groups and leaders that operate from its soil.
