All-Star bonus payments will be given to the top three vote-getters at each position in each League during the Primary Round (top six for outfielders).

Tony Clark, executive director of the Major League Baseball Players Association, told Alex Spier of the Boston Globe that the MLBPA was not on board with the three batter minimum rule for pitchers and that MLB chose to implement it unilaterally.

Extra innings in the All-Star Game will begin with a runner on second, perhaps a step toward introducing that for future regular seasons. Contending clubs, one would imagine, will be forced to be more aggressive when seeking to acquire talent, while borderline teams who would previously have waited until mid- or late-August to sell off assets in a series of waiver claims will now be forced to make a decision much sooner.

Major League Baseball is looking to spice up the Home Run Derby and thinks they've found a way.

The active roster limit from Opening Day through August 31st and in Postseason games will increase from 25 to 26, and the minimum number of active players will increase from 24 to 25.

Rosters will be increased from 25 to 26 players. Clubs can add a 27th player for doubleheaders.

September rosters of 40 active players will be gone, teams will only be able to carry 28 players. A joint committee will determine the limit of pitchers, and if there is no agreement the limit will be 13 (14 from September 1 through the end of the regular season).

There also are even bigger changes coming for the 2020 season. Teams will be required to designate players as a pitcher or position player before each player's first day on the active roster. While a compromise could be reached in distributing more money to the younger players whom the current system underpays, the complications of doing so warrant a long runway for discussions. Although the union did not formally accede to the three-batter minimum per pitcher that MLB sought, it agreed not to challenge the league's plans to implement it in 2020. And the other change there in 2020 is that it will be a 15-day injured list and not a 10-day injured list.

The big issue is whether the agreement made official Thursday provides a first step toward improved cooperation between Major League Baseball and the Players Association that leads to remedies on financial matters particularly worrisome to the union and the extension of the Collective Bargaining Agreement.
