Rockland County enacted the emergency order on Tuesday night to fight a measles outbreak that has infected more than 150 people since last fall. "We must do everything in our power to end this outbreak and protect the health of those who can not be vaccinated for medical reasons and that of children too young to be vaccinated". "This is a public health crisis, and it is time to sound the alarm, to ensure that everyone takes proper action to protect themselves and their neighbors; for the health and safety of all of us in Rockland", he said in a news release.

"Just to be clear, this is not something we're looking to do". School districts contacted parents of unvaccinated children and told them not to attend classes Wednesday. 'You're punishing people who don't have the illness rather than quarantining people who are sick'.

Day on Friday called for a tightening of the school vaccination legislation and said a draft law to that effect was being discussed at the state level.

Rockland County Executive Ed Day at a news conference said, "It's an attention grab, there's no question about it". "We want to encourage people to get vaccinated", he said. The declaration states that all individuals under the age of 18 years who are not vaccinated are banned from public gatherings including civic centres, schools, shopping malls, restaurants and places of worship. "Public places are defined as: a place where more than 10 persons are meant to congregate", the news release says. It is believed it could have spread from other predominantly ultra-Orthodox areas around NY which have already seen outbreaks of measles. A violation could be met with a punishment of up to six months in jail.

The outbreak began at the end of September 2018, after an global traveler arrived in Rockland County with a suspected case of the measles. Health officials say the best way to stop the disease's spread is a vaccination rate in the community of 92 to 95 percent.

Almost 17,000 vaccinations have been administered in the county during the outbreak.

The outbreak in Rockland County is largely concentrated in the ultra Orthodox Jewish community, the New York Times reported. The CDC said the outbreaks are linked to travelers who brought the disease back from other countries such as Israel and Ukraine, where large measles outbreaks are occurring.

There have been 181 confirmed cases of measles in Brooklyn and Queens since October, a lot of them involving members of the Orthodox Jewish community, according to the CDC.
