May's Brexit deal set to fail as Brexiters 'wholly unconvinced'

Intensive discussions led by the Labour MPs Stephen Kinnock and Lucy Powell are under way over the wording of a potential backbench amendment that might be close enough to Labour's version of Brexit to allow the leadership to support it.

Shadow Brexit secretary Sir Keir Starmer said Cox had confirmed that "no significant changes" had been secured to the Withdrawal Agreement and the government's strategy was "in tatters".

"That's why MPs must reject this deal tomorrow".

They have been demanding that the agreement does not keep the United Kingdom locked in the Irish backstop - an insurance policy to guarantee no return to a hard border in Ireland - indefinitely.

Cox said that documents agreed in Strasbourg "reduce the risk that the United Kingdom could be indefinitely and involuntarily detained" in the backstop by European Union bad faith or a failure by Brussels to use its "best endeavours" to negotiate a permanent deal on the future relationship.

Another, Andrea Jenkyns, said she would now definitely vote against the deal and urged colleagues in the European Research Group (ERG) of Tory Eurosceptics to "hold our nerve".

She claims the changes now means the Irish backstop - the insurance policy created to avoid a hard border in Ireland - could not "become permanent".

HuffPost UK understands the DUP can not back May's deal in light of Cox's advice, and are likely to be followed by scores of Tory Brexiteers who have said they will be guided by the Northern Irish party. "These are things any responsible politician should care about", Mr Juncker said.

Mr Juncker added that he "had no doubt" that negotiations could be concluded in time for the original due date.

"The House was clear on the need for legally binding changes to the backstop".

The changes fall short of demands of hardcore UK Brexiteers, but may persuade some politicians to switch their votes.

Speaking in the House of Commons as May announced the agreement, Cabinet Office minister and her de-facto deputy David Lidington said MPs would face a "fundamental choice" later today "to vote for the improved deal or to plunge this country into a political crisis". But he made a decision to wait so his Cabinet could discuss possible progress in the Brexit process.

May huddled late Monday with European Union leaders in Strasbourg in a bid to salvage the vision of Brexit she set out after coming to power almost three years ago.

The main sticking point is a measure to ensure the border between Northern Ireland and Ireland remains open, a key issue for Varadkar's government.
