The president of the United States and the governor of California engaged in a game of "he said, he said" recently over whether Gavin Newsom's praise of Donald Trump included privately calling him "one of the smartest people I've ever met". His administration argues that capital punishment has been a failure, pointing at pervasive inequality running through the U.S. criminal justice system, the significant number of innocent people who have been wrongfully convicted, and evidence that the costly system doesn't increase safety.

Newsom believes the death penalty is ineffective as a crime deterrent, expensive, and racially discriminatory, saying it "discriminated against defendants who are mentally ill, black and brown, or can't afford expensive legal representation".

"The intentional killing of another person is wrong, and as governor, I will not oversee the execution of any individual", he plans to say.

"I couldn't sleep at night", he said at the state capitol.

It will not end the death penalty in the state, but will suspend it for the duration of Newsom's term.

Newsom said he had anticipated that within a month he would have been asked to sign off on a new protocol for administering lethal injections to death row inmates, clearing the way for executions to begin again.

But Newsom's action will anger death penalty proponents.

California has not put an inmate to death since 2006, amid legal challenges to its execution protocols and discomfort among political leaders. After that, a future governor could decide to resume executions.

Kim Kardashian is speaking out to voice her support for ending the death penalty.

No death row inmates will be released, an administration source told Reuters.

"Defying voters, the Governor of California will halt all death penalty executions of 737 stone cold killers".

Seventy-nine condemned California inmates have died of natural causes since the state reinstated capital punishment in 1978.

California has approximately 740 prisoners on death row, more than twice as many as any other state.

"There is a lot of literature and studies out there that show that the death penalty is a deeply broken system for a lot of different reasons", the American Civil Liberties Union staff attorney Shilpi Agarwal said.
