The letter, viewed by the AP, was signed by top executives from 14 leading European clubs, including ECA head Andrea Agnelli of Juventus.

"I think if football can contribute to open up some doors and to make people meet and discuss with each other", Infantino said, "we will not solve all the problems of the world but maybe we'll get a little step closer in at least starting to understand each other a bit". Three each would go to teams from Africa, Asia and CONCACAF, which represents North and Central America and the Caribbean.

"We hope that all the greatest teams will participate", he said. Two thirds of those taking part would play only two games, the victor only five.

It emerged earlier this week that a Federation Internationale de Football Association feasibility study deemed that the 2022 World Cup could be expanded by using at least one of Qatar's neighbours as a co-host, paving the way for an additional US$400 million in revenue to be generated.

The world football's governing body will deliberate on the matter at a Council meeting in Miami on Friday.

Video review has been approved for the Women's World Cup, which runs from June 7 to July 7.
