Overall, Mercer evaluates local living conditions in more than 450 cities worldwide. These include a city's available recreation, housing, economic environment, consumer goods availability, public services and transport, political and social environment, natural environment, socio-cultural environment, education, and healthcare. After these cities are Hong Kong and Seoul, which rose two places from the year before from returning political stability following the arrest of its president last year. Western Europe dominates the ranking, with Luxembourg named as the safest city in the world.

The 10 cities at the bottom of the 231-city table were unchanged, with Baghdad ranked last, followed by Bangui in the Central African Republic and Yemen's capital Sanaa. The Middle East's safest cities are Dubai (73) and Abu Dhabi (73). This year, Mercer provides a separate ranking on personal safety. Gambia's progress toward a democratic political system and improved global relations and human rights meant that Banjul (179) had the most improved quality of living in Africa, but also in the world, rising six places this year.
