Venezuela faces a political and social crisis that was accentuated after the leader of the Parliament, Juan Guaidó, declared himself interim president on January 23 by invoking some articles of the Venezuelan Constitution and obtained the support of a good part of the countries of the American continent, including the USA, and a score of European nations.

Guaido, president of the opposition-controlled National Assembly, invoked the constitution to assume an interim presidency in January, arguing that Maduro's May 2018 re-election was illegitimate.

The dialogue is held through military attaches both countries maintain in Brasilia and Caracas, respectively, said Azevedo, a four-star Army general with experience in peace-keeping in Haiti.

Guaido on Monday scoffed at the report of Cabinet changes, telling journalists it merely reflects how the government is weakening and "without answers".

Representatives of Venezuelan opposition leader Juan Guaido have taken control of three of the country's diplomatic properties in the United States, Guaido's US envoy said on Monday, as the opposition presses its bid to oust socialist President Nicolas Maduro.

Pompeo addressed the Venezuelan people directly in a video tweet, saying the U.S.is eager to provide them desperately needed humanitarian assistance, including food and medicine.

The US has already imposed sanctions created to choke off Venezuelan oil sales, the lifeblood of the leftist government in Caracas.

The last remaining American diplomats in Venezuela left the embassy in Caracas and flew home last Thursday. Palladino added that the Trump administration was "pleased to support these requests".
