The council's resolution says the razor wire would harm or kill anyone who scales the wall and "is only found in a war, prison or battle setting" and shouldn't be in downtown Nogales. Using razor wire "that is created to inflict serious bodily injury or death in the immediate proximity of our residents, children, pets, law enforcement and first responders is not only irresponsible but inhuman", it adds.

"Now concertina wire is being placed on that wall from the very top all the way to ground level, which is not safe for the residents of Nogales, Arizona, and it's not safe for anyone getting close to it", Garino said. The small Arizona border city is fighting back against the installation of razor fencing that now covers the entirety of a tall border fence.

It is unclear what's driving the sudden uptick of large groups in remote areas but families, many of them Central American asylum seekers, make up a large and growing percentage of arrests across the border. We're the agency that responds to calls at the border.

He is also giving an ultimatum to the federal government - remove the wire or there will be lawsuit, The Associated Press reports.
