Pressure is growing on Maduro to step down after more than a dozen European Union nations on Monday joined the United States, Canada and a group of Latin American countries in recognizing Guaido as Venezuela's legitimate leader.

"The government of Venezuela needs to open the borders, that's it: Open the borders and let food convoys come into your country, open up your airports and let food flights fly in", said Graham, who said he spoke to U.S. President Donald Trump about the situation in December.

Peruvian Foreign Minister Nestor Francisco Popolizio Bardalen said the emboldened Venezuelan opposition "represents the beginning of the end of the dictatorship".

The European leaders gave President Nicolas Maduro a Sunday deadline to call early elections, or they would throw their support behind his rival.

Venezuela has the largest reserves in the world, but production has plunged under Mr Maduro's tenure.

However Russia, China and Turkey continue to back Maduro, accusing Western nations of meddling.

"We think that imposing some kind of decisions or trying to legitimise an attempt to usurp power is both direct and indirect interference in Venezuela's internal affairs", Kremlin spokesman Dmitry Peskov told reporters.

He won re-election previous year, but critics say it was a sham.

The collapse in world energy prices along with corruption and failed socialist policies has wrecked the Venezuelan economy.

Earlier on Monday, Mr Guaido announced that he was working on creating an worldwide aid coalition that would be delivered at three points yet to be determined.

The opposition leader added that he would ask Europe to protect Venezuela's assets.

Shipments were also coming from Venezuelan companies overseas, Colombia, Canada and Germany.

"Handing out ultimatums, sanctions, freezing Venezuelan goods..."

Eleven of the group's 14 members issued a joint statement calling for a peaceful change of government in Venezuela, without military intervention.

Mr Guaido has called for further protests.
