Two weeks before a second summit between the leaders of the United States and North Korea, the commander of USA forces in South Korea has said he has seen "little to no verifiable change" in Pyongyang's military capabilities following last year's first meeting. That follows an unprecedented June 11,2018 summit of the two leaders in Singapore.
"We now assess that North Korea ... is unlikely to completely give up its nuclear weapons and production capability because its leaders ultimately view nuclear weapons as critical to regime survival", Director of National Intelligence Dan Coats told Congress late last month. He said before the talks they would include discussion of corresponding steps North Korea has demanded.
"I remain clear-eyed about the fact that despite a reduction in tensions along the [Demilitarized Zone] and the cessation of strategic provocations ... little to no verifiable change has occurred in North Korea's military capabilities", Gen. Abrams told the Senate panel. "Further, North Korea's conventional and asymmetric military capabilities along with their continued development of advanced conventional systems remain unchecked".
Gen. Abrams stressed that even if the United States eliminates the nuclear menace, USA troops will need to remain in the region to combat other conventional threats to American interests posed by North Korea.
