New Mexico Governor Michelle Lujan Grisham last week ordered the withdrawal of most National Guard troops deployed at the border by her Republican predecessor at Trump's request previous year.

Newsom has long held up California as a more rational alternative to Trump's agenda.

In released excerpts of his planned speech, the California governor says that his state refuses to participate in the White House's "political theater" and will instead "refocus on the real threats facing our state", according to the Times.

He plans to offer a similar explanation during his State of the State address on Tuesday, when he will reject participating in what he calls "political theater" that "has been thrust on us by Washington".

California Governor Gavin Newsom is reportedly planning the abrupt withdrawal of his state's National Guard troops from the U.S. border this week; calling the President's policy towards national security a "manufactured crisis".

According to the order, 110 personnel will help CAL Fire prepare for the upcoming fire season through supporting fire prevention and suppression efforts.

In April, then-Gov. Jerry Brown granted Trump's request to send 400 National Guard troops to the border.

The governor, a Democrat who took office in January, said border crossings were at their lowest level since 1971 and that the state's undocumented population had dropped to a more than 10-year low.

Newsom's actions are a fresh, if symbolic, affront to President Donald Trump's claim of an immigration crisis on the nation's southern border.

Newsom made his comments just hours before Trump was set to speak in El Paso, Texas, on Monday - his first rally of 2019 - where he is expected to further his efforts to build a wall along the border. "It will not be a mission to round up women and children or detain people escaping violence and seeking a better life". He planned to leave 100 at the border to combat drug and guns trafficking, and redeploy the remaining 260 "to more appropriate venues and to more appropriate purposes" such as wildfire abatement. "Which is why I have given the National Guard a new mission". She referred to "the president's charade of border fear-mongering".

Newsom's office did not provide a timeline for the redeployments. Newsom had been very critical of the move while on the campaign trail in 2018.

"The border "emergency" is a manufactured crisis," Newsom said in prepared remarks.
