US Secretary of State Mike Pompeo, who has made pressure on Iran a top priority, hailed the European Union move as "a clear message that terrorism will not be tolerated".

Iran has denied involvement in the attacks and Foreign Minister Javad Zarif accused the Netherlands, Denmark and France of harboring terrorist groups that have attacked Iran.

"Nevertheless, Iran will be held to account for all matters that affect European Union and global security interests...", including the assassinations in the Netherlands in 2015 and 2017, the letter said.

The move places both individuals and the intelligence unit onto the EU's terror list, accusing them of carrying out attacks as part of plots against Iranian opposition figures in Denmark and France.

France, which has already hit the two men and the ministry unit with sanctions, has said there was no doubt the Iranian intelligence ministry was behind a failed attack near Paris.

Danish Prime Minister Lars Lokke Rasmussen tweeted shortly after, saying the EU's decision was "very encouraging".

For the first time, the Dutch government has publicly acknowledged two of its nationals of Iranian descent - and opposed to the Tehran regime - were murdered in 2015 and 2017, at the orchestrated hand of the Tehran regime. It said that the accusations were meant to damage EU-Iran relations.

The ministry also said that further sanctions are not ruled out if Iran does not cooperate with the ongoing investigations into the murders.

French security services concluded that the head of operations at Iran's intelligence ministry had ordered a plot to bomb a rally of the People's Mujahedeen of Iran (MEK) opposition group in a suburb of Paris in June past year - which Tehran strongly denied. The latter was dissident Iranian Arab activist Ahmad Mola Nissi who was gunned down by an unidentified assailant in front of his home in The Hague.

The Dutch ministers said that at a meeting with Iranian officials "it was emphasised that the measures were not linked" to the Iran nuclear deal.

The deputy minister and director general of intelligence is in Iran, while the Iranian diplomat was charged and is being held by Belgian authorities.

France a year ago imposed sanctions on two suspected Iranian agents and others from Iran's ministry of intelligence and security.

The European Commission, while backing Denmark's accusation and condemning Tehran, has urged member states to not let it impact the JCPOA Iran nuclear deal of 2015.

The EU has been straining to uphold the 2015 nuclear accord between Iran and world powers that US President Donald Trump pulled out of in May.
