Americans blame President Donald Trump and GOP more than Democrats for shutdown

Here's what's up with the partial government shutdown on Day 22.

Friday was the first payday of the year for such workers and contractors, some at home, some forced to work. On Thursday, Graham tweeted of the emergency powers, "I hope it works". "Democrats come back!" the president said. Invoking the power would allow him to tap unspent Defense funds to build the long-promised wall along the border that was central to his presidential campaign.

The current shutdown has affected some 800,000 USA workers, many of whom have been forced into unpaid leave - referred to as a furlough - while others have been forced to work without pay.

Oscar Murillo, an aerospace engineer at Nasa, posted his $0 cheque on Twitter and said he had actually lost money because of mandatory deductions.

"There is no indication from him that he would green-light us to vote for these bills after making that declaration", Meadows said.

Meanwhile, the classified advertising website Craigslist has been flooded with listings from federal workers trying to sell their possessions. "We need money to pay bills".

There are also reports of food banks being set up to help those workers now struggling to pay their bills.

Radha Muthiah, the CEO of Capital Area Food Bank, said that dozens of volunteers are working to pack bags of food for affected workers.

Roughly 800,000 federal workers did not receive paychecks that would have gone out on Friday.

They are classed as essential employees and required to work, but many are calling in sick to protest the situation.

What will happen next?

The president said Friday he is holding off on declaring a national emergency on the border because he wants Congress to do its job and beef up border security. Nine of 15 cabinet-level departments were not funded. But other Republicans have expressed doubts, given the potential legal hurdles such a move may face.

The Transportation Security Administration, responsible for airport security screening, said its rate of unscheduled absences rose to 5.6 percent on Saturday from 3.3 percent a year ago but that security standards have not been compromised.

On Saturday, President Donald Trump tweeted out that there was practically no one in the White House but him as the shutdown lingers on. A person familiar with White House thinking said that in meetings this past week, the message was that the administration is in no rush and wants to consider various options.

Other possibilities included tapping asset forfeiture funds, such as money seized from drug kingpins, according to a congressional Republican not authorized to speak publicly about private conversations.

After meeting with Trump on Friday, Republican Senator Lindsey Graham of SC said it was clear to him and the president that "Democrats don't want to make a deal and will never support border wall/barriers".

Of those 42 per cent who support the wall, 24 per cent say Mr Trump should continue to demand the level of funding he has asked for, and 16 per cent say he should strike a deal with the Democrats.

"When I said Mexico would pay for the wall in front of thousands and thousands of people. obviously I never meant Mexico would write a cheque", he said. The Post cited a March 2016 memo from the Trump campaign declaring that Mexico would make "a one-time payment of $5-10 billion".

Fight for the Future swiftly circulated a petition following Pelosi's speech, calling on Democrats including Senate Majority Leader Schuck Schumer (D-N.Y.) not to replace Trump's proposed wall - which critics say wouldfurther endanger migrant familiescoming to the USA - with a surveillance system that would threaten their right to be protected from unlawful search and seizure.
