United States coal consumption in 2018 may hit new low in 39 years

President Trump campaigned on a promise to bring back coal jobs and lift regulations he said were throttling the USA economy. Energy Secretary Rick Perry today urged development of Appalachian coal country's natural gas and petrochemical sectors.

The U.S. Energy Information Administration (EIA) expects total U.S. coal consumption in 2018 to fall to 691 million short tons (MMst), representing a 4% decline from 2017 and the lowest level since 1979.

As President, he's put forth policies backed by the coal lobby, including repealing the Obama-era Clean Power Plan, pulling the USA out of the Paris Climate accord, weakening water and air standards and pushing a now-shelved plan to bailout out the coal and nuclear industries on the backs of ratepayers.

Yet the effort is unlikely to bring about a coal power renaissance in the US, as utilities increasingly shift to cheap, cleaner burning natural gas and zero-emission renewables. Tighter pollution rules also have shut some older, dirtier coal plants.

Still, if the Trump EPA does roll back Obama's regulations, it may not have a significant effect on the coal market in the US. Part of that effort has involved repealing the Obama-era Clean Power Plan and replacing it with a plan that gives states more power to regulate industry.

Trump's enthusiasm for coal has helped to make Appalachian "coal country" one of Trump's most fervent bases of support as Trump racked up big wins in West Virginia, Ohio, Kentucky and other states.

In May, 2016 Trump told a throng of West Virginia coal miners "Get ready because you're going to be working your asses off".

Federal government figures continue to show otherwise, however, as market forces inexorably tamp down coal demand.

The EIA expected power sector coal consumption to fall 4 percent in 2018 and 8 percent in 2019.

Alongside those efforts, the Department of Energy has boosted research into coal technologies, including a new initiative for small, modular coal plants. That includes scrapping Obama's signature Clean Power Plan that would have spurred electrical suppliers to turn away from coal-fired power plants in favor of cleaner forms of energy such as natural gas. Natural gas prices have stayed relatively low since US domestic natural gas production began to grow in 2007. They often referred to it as a "war on coal".

As it now stands, 2018 will have the second-highest number of coal plant retirements on the books, and another four gigawatts of capacity are expected to retire next year.

Spokespeople for the USA departments of Energy and Interior did not immediately return requests for comment Tuesday. "This is economic opportunity for a region" that needs it, Perry said.

So far this year, another 11 gigawatts of generating capacity had retired through September, and another three gigawatts were expected to be retired by the end of this year.
