Their move came a day after some senators said there is "zero chance" MBS was not involved in Khashoggi's murder following a closed-door briefing by CIA Director Gina Haspel.

WASHINGTON: The Saudi ambassador to the United States Khalid bin Salman, brother of the powerful crown prince, has returned to Washington after leaving the USA capital in the wake of the murder of journalist Jamal Khashoggi, an official said Wednesday.

The resolution was introduced by Sens.

"There's not a smoking gun, there's a smoking saw", said Graham, referring to reports that the Saudi team had included a forensic expert who arrived with equipment to dismember Khashoggi's body.

United Nations human rights chief Michelle Bachelet said on Wednesday that an global investigation was needed to determine who was responsible for the murder of Khashoggi. Graham asserts pretty blatantly that Trump himself is tied up in the killing to some extent.

Turkish President Tayyip Erdogan has pushed to keep global attention on the murder - the order for which he says came from the highest levels of the Saudi government - even as U.S. President Donald Trump has said Washington should not take action that would undermine its relationship with the kingdom.

The move by the United States senators came as Istanbul's chief prosecutor filed warrants for the arrest of a top aide to MBS and the deputy head of the kingdom's foreign intelligence on suspicion of planning the killing of Khashoggi, a Washington Post columnist and a critic of the crown prince. "And I think if the Senate can make that statement, it puts us on a new path to trying to have a relationship with Saudi Arabia that is beneficial and sustainable".

Graham is one of the sponsors of the non-binding resolution.

The resolution also calls on the Saudi government to release several political prisoners, including women's rights activists and blogger Raif Badawi, who has been held by the kingdom since 2012.

Last week, the Senate overwhelmingly voted to move forward on a resolution curtailing US backing for the Saudi-led war in Yemen.

"If someone is saying that Secretary Mattis or Secretary Pompeo were dishonest, they just don't know those individuals", Stewart said.

US Senator Bob Corker, the current head of the Senate Committee on Foreign Relations, also said he is certain that MBS ordered Khashoggi's murder.

President Trump has equivocated about assigning blame for Khashoggi's killing, frustrating lawmakers from both parties.

Saudi Arabia has said the prince had no prior knowledge of the murder. "Maybe he did and maybe he didn't!" "That might be the real policy question".

Saudi Arabia has so far detained 21 people in connection and is seeking death penalties against five of them.

The murder has damaged Riyadh's worldwide reputation and Western countries including the US, France and Canada have placed sanctions on almost 20 Saudi nationals.

Ahmed said that it was no longer possible to unring the bell that removed Mohammed bin Nayef as Saudi heir presumptive in June 2017 and that November saw 11 rival princes and dozens of businessmen and officials kidnapped and placed in Riyadh's Ritz Carlton Hotel in what amounted to a coup d'etat of sorts. "After all, someone's got to do it".
