A 9-year-old boy has convinced the leaders of a small northern Colorado town to overturn a almost century-old ban on snowball fights, and he already knows who his first target will be - his little brother. "We encourage kids to learn and change it because we need someone from the community to come forward to put these things on the agenda".

"The children of Severance want the opportunity to have a snowball fight like the rest of the world", Dane said during his three-minute presentation, the Greeley Tribune reports.

Speaking in front of a crowd of residents and media, Best told town trustees that because of the almost 100-year-old ban, which classified snowballs as a type of missile, he couldn't throw a snowball without worrying about breaking the law, or getting into trouble.

While no one in Severance has actually been cited for throwing a snowball, the nine-year-old believed it was time to change the law for good.

Dane Best was shocked when he found out that there was a ban on snowball fights in his town of Severance.

During a recent school field trip to town hall, Best learned throwing snowballs was illegal in his hometown. The early founders of the town considered snowballs in the ranks of "missiles" like rocks. It was prohibited to throw these missiles at people, buildings or other property.

"All of the kids always get blown away that it's illegal to have snowball fights in Severance", Kyle Rietkerk, assistant to the Severance town administrator, said before the meeting.

After a month of preparation, during which he wrote letters with classmates to support his cause, Dane was primed to appeal to his audience's sense of history and the march of human progress.

After Best fielded some tough questions from town officials, the Severance board voted unanimously to update the language and legalize snowballs. The decision was met by cheers from area children and parents attending the meeting.

After the vote, members of the board asked Dane who would be his first target.

Mayor Don MCleod then presented ceremonial snowballs to Best and his little brother Dax. When board members asked Dane during a meeting in November who he wants to hit, he pointed directly at his little brother.

Best says his next challenge is to overturn an ordinance that defines pets as only cats and dogs.

"He has a pet guinea pig and he keeps telling us he's breaking the law by having it", Brooke Best said.
