Boris Johnson has been forced to apologise to MPs for failing to declare more than £52,000 in income after the Commons standards watchdog suggested he showed an "over-casual attitude" to the rules.

The parliamentary commissioner for standards, Kathryn Stone, wrote in a report that the ex-Foreign Secretary had failed nine times to register payments on time, over the last 12 months.

The breach wasn't judged to be minor or accidental and so was referred to the Committee on Standards, which suggested Johnson make a formal apology to the House of Commons.

An investigation by the Parliamentary Commissioner for Standards found that Johnson failed to register nine payments, totalling £52,722.80, within the 28-day deadline.

"The committee concluded that Mr Johnson breached the rules of the House by failing to register remuneration within the required timetable on nine occasions".

"Members are required to register their interests within one month of their election, and then within 28 days of any change in those registrable interests".

The late declarations included a series of rights and royalty payments from Bulgaria, Hungary, the Czech Republic, France and the U.S. for books "already written" by Mr Johnson.

As a long-standing MP who had been a senior minister, he "could be expected to set an example within the House", it added.

And it said Mr Johnson responded "promptly and helpfully" when the issue was raised to him, apologised to the commissioner and put in place "effective measures to ensure that no further breach occurs".

Speaking in the Commons on Thursday after the watchdog called on him to apologise, Johnson said numerous delayed payments were "unexpected foreign royalties".

Stone's report said that in October she received a letter of complaint about Johnson's weekly column in the Daily Telegraph, for which he is paid almost £23,000 a month and which he resumed after quitting the cabinet in July, saying this did not seem to have been properly registered.

Mr Johnson stood up in the middle of a debate on Brexit to say he was "very sorry" the payments were declared late and that he "fully accepts" the delay breached parliament's rules.
