The incident occurred between Swanson and Russell Streets along the pedestrian strip of Bourke Street mall around 4:20 p.m. local time, according eyewitnesses, in what has been described as a distressing scene.

Police said the man got out of a vehicle, which then caught fire, and attacked three bystanders with a knife before being shot by police.

The Melbourne attacker and some of his family members were known to counter-terrorism police.

Bourke Street is now blocked between Swanston and Russell streets, and people are being advised to avoid the area.

Chief Commissioner Graham Ashton said on Saturday the Somalian-born Khalif, also known as Hassan Shire, was the brother of a man arrested by police late past year in relation to committing acts in preparation for a terrorist attack.

Witnesses called the stabbings "random", the ABC reports.

Instagram user nohsoohyun86 uploaded this shocking video of the incident.

The incident is being treated as terrorism, police said. The suspect approached a police vehicle and assaulted an officer by punching him through its window.

"It got him but didn't get him down".

One of the officers shot the man and he collapsed to the ground clutching his chest, the video showed.

The man has been arrested and is under police guard in hospital.

"And they all died".

He stabbed three people, one of whom died at the scene, before being shot by police. One of the injured was reportedly in suspected critical condition with a neck injury, while another had sustained a head injury. A bomb squad has since rendered the vehicle safe.

"He's known to police mainly in respect to relatives that he has which certainly are persons of interest to us, and he's someone that accordingly is know to both Victorian police and the federal intelligence authorities".

ISIS claimed responsibility for the knife attack through its media wing Amaq, the SITE Intelligence Group reported.

Officers said they "are not looking for anyone further at this early stage" and there was no immediate evidence of an ongoing threat related to the attack.

The prime minister, Scott Morrison, released a statement: "I condemn the act of terrorism in Melbourne today that has tragically taken the life of a fellow Australian who has died as a result of this evil and cowardly attack".

Authorities say they do not perceive any ongoing threat.

Ashton says there is no suggestion Shire Ali was inspired by James "Dimitrious" Gargasoulas, who faced court this week on six charges of murder over the first ramming attack, in January 2017. In December, a different driver in Melbourne drove into more people, injuring at least 19.

Premier Daniel Andrews condemned the incident as "an evil and bad thing", thanking the police and citizens who responded and adding "as a city, will not be defined by this act of evil - we are bigger and stronger than this". And to the victims and their loved ones, we offer our prayers, support, and deepest sympathies.
