Federal appeals court rules against Trump administration on DACA

A federal court ruled that President Trump can not end a program favored by multiple Jewish groups that protects undocumented immigrants brought to the US as children.
The ruling by a panel of the 9th U.S. Circuit Court of Appeals, based in San Francisco, represents a blow to the administration, which had appealed against an injunction blocking Trump from ending DACA.
A federal appeals court supported the University of California Board of Regents in their case against the current federal administration's decision to end Deferred Action for Childhood Arrivals on Thursday.
Many of them had no choice about becoming illegal immigrants, as they were brought into the country at a very young age.
DACA offers protections to roughly 700,000 young adults, mostly Hispanics, who entered the country as children.
San Francisco-based U.S. District Judge William Alsup decided in January that the government must continue processing renewals of existing DACA applications while litigation over the legality of Trump's action was being resolved.
The administration has been critical of the 9th Circuit and took the unusual step of trying to sidestep it and have the California DACA cases heard directly by the U.S. Supreme Court.
An email to the US Department of Justice was not immediately returned. The Trump administration has asked the justices to add it to the docket for this term.
The 9th Circuit would hear any appeal by Trump's administration of the ruling late on Thursday by a federal judge in Montana blocking construction for environmental reasons of the Keystone XL pipeline project that is created to carry heavy crude oil from Canada to the United States.
Trump had proposed ending the protections previous year in an effort to spur congressional action to fix the problem.
Other Jewish organizations that condemned the decision to end DACA included Bend the Arc, J Street, the National Council of Jewish Women, T'ruah: The Rabbinic Call for Human Rights, the Shalom Center and the Anne Frank Center for Mutual Respect. The judges on the 9th Circuit panel appeared sceptical of the argument that the DACA decision was beyond the court's authority to review. Trump's action sparked an outcry from immigration advocates, business groups, colleges and some religious leaders.
The 9th Circuit ruling does not impact a nationwide injunction to preserve DACA issued by U.S. District Judge Nicholas Garaufis in Brooklyn in February, which also has been appealed.
The federal government, under both the Obama and Trump administrations, has tried repeatedly to get the case dismissed.
Mr Trump's decision to end DACA prompted lawsuits across the nation, including one by California. It sent a letter to the circuit last month, saying that if the decision was not handed down by October 31, it would ask the Supreme Court to take up the issue.
