Woman faces corruption charges after allegedly spending $21M at Harrods

Under the new powers, the NCA may seize assets if officials believe the owner is a politically exposed person (PEP) - someone from outside the European Economic Area in a position of power that makes them liable to bribery or corruption - or someone with suspected links to serious or organised crime, and they are unable explain the source of their wealth.

A second, first-of-its-kind Unexplained Wealth Order was also filed in relation to her ownership of a $13.5 million golf course, purchased through a different company.

During previous court hearings, she was identified only as Mrs A, but a court order granting her anonymity was lifted on Wednesday.

However, it was Hajiyeva's spending and the court case against her husband that alerted Britain's National Crime Agency who began to investigate.

The NCA had alleged Hajiyeva bought two properties using money embezzled by her husband when he worked for the IBA.

Seven years earlier, a company based in the British Virgin Islands paid £11.5m for a large home, just minutes' walk from Harrods in west London.

He was jailed in 2016 for 15 years after being convicted of being part of a major fraud and embezzlement that saw tens of millions of pounds disappear from the bank.

It prevented her or her husband Jahangir Hajiyev's identification, publication of their country of origin, the bank Mr Hajiyev worked for, and the location of the two properties. He was also ordered to pay the bank $39 million. Between 2006 and 2016, Hajiyeva spent more than 16 million pounds at the store, including 100,000 pounds in one day on Cartier jewellery, 150,000 pounds in another trip on goods from luxury brand Boucheron, and 1,800 pounds on wine.

Hajiyeva faces an Unexplained Wealth Order relating to her $20 million, five-bedroomed home in the tony neighbourhood of Knightsbridge and the $18 million Mill Ride Golf Club near Ascot.

Her lawyers said in a statement that the issuing of the orders "does not and should not be taken to imply any wrong-doing, whether on her part or that of her husband", according to the AP.

Duncan Hames, director of policy at Transparency International UK, said the pressure group was "delighted" at the use of the Unexplained Wealth Order.

UWOs, used by the National Crime Agency, were introduced in January in an attempt to crack down on so-called McMafia crime. Transparency International says it has identified £4.4 billion ($5.8 billion) in United Kingdom property bought with suspicious wealth, while other anticorruption campaigners have sought to highlight the problem by taking journalists on "kleptocracy tours" around London's swankiest streets.

The Azeri finance ministry said about $3 billion could have been misappropriated by Hajiyev, who denied the charges.

Investigators from the National Crime Agency believe there are billions of pounds of dirty money invested in British property - but it is nearly impossible to charge the owners with a crime or seize the assets because of a lack of evidence.
