After it ravaged the Panhandle, Michael barreled into south Georgia as a Category 3 hurricane - the most powerful ever recorded for that part of the neighboring state.

And on Wednesday afternoon, it slammed into the Florida coast as a major Category 4 storm with maximum sustained winds of 155 miles per hour ― just 2 miles per hour shy of Category 5 strength.

As it came ashore, Michael was just shy of a Category 5 - defined as a storm packing wind speeds of 157 miles per hour or above.

The storm's intensity waned steadily as it pushed inland and curled northeasterly into Georgia after dark.

"We've been very cautious with sending our first responders out right now", she said, after Michael made landfall as a raging Category 4 hurricane that toppled trees and power lines.

But heavy rain could trigger "life-threatening flash floods" in the Florida Panhandle, southeastern Alabama, Georgia, the Carolinas, and southern Virginia as the storm moves to the northeast, according to the National Hurricane Center.

A water-level station in Apalachicola, close to where Michael came ashore, reported a surge of almost 8 feet (2.5 meters). Forecasters said rainfall could reach up to a foot (30 centimeters) in spots.

Pictures and video from Mexico Beach, a community of about 1,000 people, showed scenes of devastation with houses floating in flooded streets, some ripped from their foundations and missing roofs. Governor Rick Scott said there was a "lot of roof damage" in the storm's path.

"Oh my God, what are we seeing?" said evacuee Rachel Franklin, her mouth hanging open. It set off transformer explosions and knocked out power to more than 388,000 homes and businesses.

Half a million people were advised to evacuate, but officials said Wednesday morning that it was too late to flee and residents who haven't already left should hunker down.

NASA has released incredible footage of Hurricane Michael as seen from space.

In the case of Michael the damage will be mainly from wind rather than rain.

Damage in Panama City near where Michael came ashore Wednesday afternoon was so extensive that broken and uprooted trees and downed power lines lay almost everywhere.

"This came out of nowhere, developed on a weekend so it didn't really get much attention at all until basically yesterday", he said.

But Brad Kieserman of the American Red Cross said on Wednesday as many as 320,000 people on Florida's Gulf Coast had disregarded evacuation notices. Emergency managers say they don't know how many left the area, but there were about 6000 people in 80 shelters in five states, including almost 1200 who are still in shelters following Hurricane Florence.

"It feels like you don't know when the next tree is going to fall on top of you because it's blowing so ferociously", said Port St Joe Mayor Bo Patterson. A man in Greensboro, Florida, was killed when a tree fell on his house, a spokesperson for the Gadsden County sheriff said.
