Google said it was unable to confirm which accounts were affected by the bug, but an analysis indicated it could have been as many as 500,000 Google+ accounts.

For Google, a data privacy reckoning may finally come as a result of a service that it admits nearly no one uses much anymore.

The Wall Street Journal's Douglas MacMillan and Robert McMillan report that Google was anxious about public perception and regulatory scrutiny, and that Google wanted to avoid comparisons with Facebook, which at the time was dealing with its own data privacy scandal. A Wall Street Journal report cites sources briefed on the incident who say that Google executives willingly did not disclose the security breach out of fear that it would "draw regulatory scrutiny and cause reputational damage". The same month that the bug was discovered, Facebook's Cambridge Analytica data scandal came to light, prompting politicians on both sides of the Atlantic to call for hearings and regulation.

Smith also announced in the blog post that Google will be launching more granular Google Account permissions and tightening up security permissions accessible via its APIs.

Facebook introduced a feature that allowed users to connect their accounts with their profiles on dating, music and other apps.

In addition to shutting down Google+, Google also said that it will limit the access it gives to developers to user data on Android devices and Gmail.

The tech firm kept quiet for months about a security flaw that gave third-party apps access to private information on the Google+ social network. How many users were affected and what happens next? Around 438 apps could have used this API, states Google. The company was the target of a massive class action lawsuit in the United Kingdom after 4 million users had their personal data collected and allegedly used for targeted advertising.

Google Chief Executive Sundar Pichai has agreed to testify before Congress in the coming weeks, according to the Journal. An empty chair was left for Google after the committee rejected Google's top lawyer as a witness. "So can Google keep the trust of its users going forward?"

Even if a third party did not exploit the security vulnerability identified by Google, the SEC probably would be interested in whether investors were properly notified about the risks and the incident, Stark said.
