Massud Barzani's Kurdistan Democratic Party (KDP) has secured the most seats in the semi-autonomous region's parliament, the local electoral commission says.
The Patriotic Union of Kurdistan (PUK) came second, winning 21 seats.
In a statement, the Gorran movement claimed that thousands of ID cards were issued on the vote day.
The only newcomer in the September 30 poll was the New Generation movement, founded this year to channel public anger at the region's elite, which won eight seats. The party garnered 25 seats in Iraq's legislative elections in May, contested mainly against party lists.
The Kurdish region's electoral commission was divided over whether to ratify the results.
Both Gorran and the Kurdistan Islamic Union (KIU) said on Sunday that it rejects the results.
An informed Iraqi political figure, who wished to remain anonymous, told Asharq Al-Awsat on Sunday that Abdul Mahdi has embarked on a "silent mediation" between the two Kurdish parties before he announces his government lineup next Wednesday, as expected.
"The opposition parties rejected the results of the May national elections, as well", he said.
The Gorran party came in third.
"Subsequently, parliament will have it's first session and we as KDP will start negotiations to form a new cabinet, I believe the next cabinet will be different from current and previous one", he said.
"The Prime Minister designate, Adel Abdul Mahdi, will submit his government of 22 ministerial portfolios distributed by nine ministries of the agenda of reform and reconstruction", an Iraqi official said. "It is likely that some of these parties will participate in the government formation, perhaps the Gorran movement", Khasraw said.
On October 2, the Iraqi parliament elected PUK member Barham Salih as Iraq's new president.
Kurdish voters endorsed independence in a referendum previous year that was marked by low turnout.
According to Khasraw, the announcement of the parliamentary election results is an indication that the rivals have reached a political agreement, although major disagreements remain.
