The FDA said on Wednesday that it is revisiting that policy and that it may reverse the extension on compliance dates if the five e-cigarette manufacturers don't meet its demands.

The US Food and Drug Administration (FDA) is considering banning the sale of flavoured e-cigarettes, citing an "epidemic" of use among teens.

E-cigarettes are vapor-emitting devices that have grown into a multi-billion dollar industry in the US despite little research on their long-term effects, including whether they are helpful in helping smokers quit. They also prohibited certain retailers who had violations from selling tobacco products for specific periods of time. Despite the constant warnings that increased experimentation with e-cigarettes would lead to more smoking, consumption of conventional cigarettes by teenagers stubbornly continues to decline, reaching a record low past year in the Monitoring the Future Study, which began in 1975.

While e-cigarettes are thought to be less harmful than regular cigarettes, it's still unclear of the impact of long-term use.

But Gottlieb said in an address at FDA headquarters that he failed to predict the current "epidemic of addiction" among youth, mainly driven by flavored products. And so the fear is that these things have become so popular that we might be addicting a whole new generation of kids to nicotine. If manufacturers aren't willing to do the research, he said, the FDA will do it for them, with appropriate consequences.

The FDA's regulation of tobacco products has always been marked by twists and turns and years of debate.

Last summer, Gottlieb unveiled a comprehensive tobacco policy aimed at reducing cigarette addiction, which recognized e-cigarettes as a potential smoking cessation tool to help adults give up combustible cigarettes.

However, Gottlieb said that he is ready to make vaping less attractive to adults if it reduces the harm to teens.

According to the company's website, the mission of JUUL products is to improve the lives of the world's 1 billion adult smokers.

Juul Labs, which controls about 70% of the market, said in its order that "acceptable flavors" play a job in adults changing their smoking habits, but added that they "are committed to combating underage employ of our product, and we want to be allotment of the resolution in preserving e-cigarettes out of the hands of children". Campaign for Tobacco Free Kids President Matthew Myers offered cautious praise for Gottlieb and the FDA, calling Wednesday's announcement "potentially the most important step FDA has taken to curtail youth use of e-cigarettes".

"I certainly am in possession of evidence that warrants that", Gottlieb said, without disclosing the evidence.

The steps announced Wednesday are just the initial elements of these new efforts, Gottlieb said.

Gottlieb called the action "historic" and said it was the largest coordinated enforcement effort in the agency's history.

The US Food and Drug Administration announced on September 12 that it's taking a hard stance against e-cigarette marketing geared towards kids and teenagers.

The government agency has ordered five leading brands, including Juul, which has 72% of the market as of mid-August, according to Wells Fargo, as well as BAT's Vuse, Altria's MarkTen, Imperial's Blue E-cigs and Japan Tobacco's Logic, to submit plans within 60 days detailing how they will combat excessive teen use of their products.
