Landfall is expected late Thursday or early Friday, and the National Hurricane Center fears the storm "will slow considerably or stall, leading to a prolonged and exceptionally heavy and risky rainfall event Friday-Sunday".

"Please be prepared, be careful and be SAFE", he wrote.

Emiratis in Virginia, North and SC areas have been urged to stay alert about the dangers of the fast approaching Hurricane Florence. "Sheriff Tanner (and others) have said, if you are in an area that usually floods - if you are in a low-lying area that is not in an evacuation zone - go ahead and leave and find higher ground because you may be in danger", McMaster said.

Storm surges up to 3.9 meters (13 feet), the possibility of tornados and nearly a meter of rain in some areas of North and SC were expected when Hurricane Florence makes landfall late Thursday.

The US president said he had spoken to governors of threatened states, adding that the "federal government stands by, ready to assist 24/7". President Donald Trump declared states of emergency for North and SC and Virginia, opening the way for federal aid.

Many coastal towns have already instituted mandatory evacuation orders.

Hurricane Florence has been downgraded to a Category 2 storm as of the Wednesday 11 p.m. advisory from the National Hurricane Center.

Forecasters expected some strengthening in the next 36 hours, as Florence marched west-northwest at 20kmh.

The National Hurricane Center's best guess was that Florence would blow ashore as early as Friday afternoon around the North Carolina-South Carolina line, then push its rainy way westward with a potential for catastrophic inland flooding.

Officials in New Hanover County, which includes Wilmington, have stockpiled enough food and water for 60,000 people for four days, along with more than 28,000 tarps. Residents of Beaufort, Colleton and Jasper counties were told they would not need to evacuate with residents on the rest of the coast.

"It's going to be bad", said Woody White, chairman of the New Hanover County Commissioners.

On its current track, Florence is expected to hit the Carolinas and Virginia the hardest, the NHC said.
