The white paper says free movement will end when the United Kingdom leaves the EU.

Brexiteer ministers are this afternoon, I'm told, still trying to get "edits" to the final White Paper, the souped-up version of the Chequers plan.

Both the Brexit Secretary David Davis and Foreign Secretary Boris Johnson resigned in protest over the United Kingdom government's proposals for the ongoing negotiations with the EU.

Appearing before the Home Affairs Select Committee, Javid said: "There will be no automatic right for anyone in the European Union, or anyone else for that matter, to just make a unilateral decision that they can just hop on a plane or ferry and just come and work in the UK".

He said: "It's bold, it's ambitious but it's also pragmatic". The UK has spoken of boosting the Commonwealth and forging a free trade pact with India after Brexit, but that will not be easy if Britain refuses to budge from its tough position on movement of people and visas.

Boris Johnson accused her of allowing the United Kingdom to simply become a "colony of the EU" while Mr Davis's former chief-of-staff said it was a "Hotel California Brexit" where we never leave.

"The plan outlined in this white paper delivers this balance".

The customs bill - formally known as the Taxation (Cross-Border Trade) Bill, will give the government the power to adopt a new customs policy after it leaves the EU.

The government's aim is to preserve free trade in that part of the economy and avoid a hard border in Northern Ireland.

The White Paper will flesh out the bones of Theresa May's proposals agreed with her Cabinet at the recent Chequers meeting - but which prompted the resignations of two senior ministers.

Officially, the jurisdiction of the European Court of Justice in the United Kingdom would come to an end. "It would take the United Kingdom out of the single market and the customs union".

Existing frameworks for equivalence would need to be expanded "to reflect the fact that equivalence as it exists today is not sufficient in scope for the breadth of the interconnectedness of UK-EU financial services provision", it added.

That phrasing is likely to anger Brexiteers, says Laura Kuenssberg.

One of the rebel amendments, signed by Jacob Rees-Mogg, former Tory leader Iain Duncan Smith and ex-cabinet minister Priti Patel, demands that the United Kingdom scrap an offer to collect taxes and duties on behalf of the European Union, unless the remaining 27 member states pledge to do the same for Britain. Others, meanwhile, question why it doesn't include services which make up 80 percent of the United Kingdom economy.

A leaked version of an earlier draft of the White Paper, put together by the Brexit department under David Davis, envisaged that there would be such an arrangement.
