Britain's information regulator slapped Facebook with a small but symbolic fine for breaches of data protection law after millions of users' data was improperly accessed by consultancy Cambridge Analytica. However, because the abuse took place before the introduction of the EU's new General Data Protection Regulation, which allows fines of up to 4% of global annual revenues, the ICO is only able to fine Facebook £500,000 ($663,610, ) which is the limit under older British data protection law.

"The scandal took place before new European Union data protection laws that allow much larger fines came into force", the broadcaster says.

"The ICO's investigation concluded that Facebook contravened the law by failing to safeguard people's information", the organisation said in a statement.

Of course, the only "clear signal" Facebook is likely to take away from a fine this tiny is that their actions resulted in zero actual consequences. She said she would consider its response before reaching a final decision.

The report sets out regulatory action taken against a number of the star players in this year's data scandal, including a criminal prosecution against Cambridge Analytica's parent biz SCL Elections Ltd - which has since folded, in name at least - for failing to properly deal with the ICO's enforcement notice.

The ICO is also planning audits of the main credit reference companies and Cambridge University Psychometric Centre, and ordered Canadian data slurpers Aggregate IQ to stop processing data retained on United Kingdom citizens.

The survey results were allegedly used by election consultants Cambridge Analytica to target voters in USA elections, including Donald Trump's presidential campaign.

In the aftermath of the Cambridge Analytica scandal, Facebook notified users who were affected by the data misuse with alerts at the tops of their news feeds.

OAIC is conducting its own investigation into whether Facebook breached the Privacy Act, which obligates organisations to ensure customers are notified about the collection and handling of their personal information.

"Engagement with the electorate is vital to the democratic process; it is therefore understandable that political campaigns are exploring the potential of advanced data analysis tools to help win votes".

"The ICO's intention to fine Facebook the absolute maximum amount possible confirms the seriousness of their failings", he said.

International Monetary Fund said in a statement late Tuesday it was seeking "compensation for Facebook users arising from Facebook's alleged breaches of the Australian Privacy Principles contained in the Privacy Act 1988".

The U.K.'s probe adopted a wide lens, focusing not only on Facebook but the ecosystem of players - totaling 172 organizations and 285 individuals - involved in the collection and sale of data about web users for political purposes. We have been working closely with the ICO in their investigation'.
