In July 2017, after Fitzgerald Glider Kits petitioned EPA to do so, the agency announced it meant to revisit the Phase 2 glider kit provisions.
At the start of 2017, small manufacturers were limited to the number of gliders they built in their biggest production year between 2010 and 2014. An estimated 10,000 glider trucks were sold nationally in 2015 - about 4 per cent of new heavy-duty truck sales - and production could soon return to that level.
The move has been denounced by public health groups, environmental groups, and many in the trucking industry, including the United Parcel Service, the largest truck fleet owner, and Volvo Group, one of the largest truck manufacturers.
"The Agency is exercising its enforcement discretion in 2018 and 2019", Molly Block, an agency spokeswoman, said in a statement late Friday, meaning that it is notifying glider manufacturers that even though the limit legally remains in place, the companies can effectively ignore it. She noted that one option the agency is considering is extending to December 31, 2019 the compliance date for the 300-unit limit.
A former Clinton administration climate advisor told the New York Times that: "Many worry Wheeler will be more effective at implementing Trump's anti-environmental agenda than Pruitt was".
The Nebraska Sierra Club is among the environmental groups that welcomed the resignation.
The EPA's former administrator, Scott Pruitt, broke with his predecessors' common practices of publishing a calendar online and announcing travel and speeches in advance.
He did not respond to follow-up requests for additional details.
Had Pruitt stuck to cozying up to executives for polluters regulated by his agency, he'd probably still be running the EPA. In several instances, reporters who learned where Pruitt would be speaking were removed from the event or denied access.
Now, President Donald Trump has the chance to nominate someone ethically upstanding to run the EPA into irrelevance.
