Ratcliffe, Britain's richest person, made an approach to Blues owner Roman Abramovich, according to the Daily Mail.

Russian tycoon Roman Abramovich has reportedly refused to sell Chelsea Football Club after Jim Ratcliffe, a British billionaire and CEO of the chemical giant Ineos, offered to purchase it for a lump sum of about 2 billion pounds (over 2.2 billion euros), The Daily Mail reports.

In recent weeks, Abramovich has experienced problems with gaining a working visa for the United Kingdom and has also made a decision to postpone plans to build a new stadium.

Meanwhile, TUKO.co.ke previously reported how Abramovich was reportedly planning to sell his Premier League club Chelsea and he has demanded a whopping sum of KSh 156.7 billion if he chose to sell Chelsea.

Last month's Sunday Times rich list valued Ratcliffe's wealth at £21.05bn - more than double Abramovich's £9.3bn valuation.

Ratcliffe, who grew up in a council house in Failsworth - a small town between Manchester and Oldham - was asked in a recent interview about his education and replied: 'I just played football, really.

Abramovich coughed out about KSh 18.9 billion in 2003 to buy the Premier League outfit.

However following Theresa May's crackdown on filthy rich Russian's living in the United Kingdom in the aftermath of the Salisbury chemical weapon attack, Abramovich has faced difficulties renewing his United Kingdom visa.

He was reportedly incensed at not being allowed to watch Chelsea's win over Manchester United in this year's FA Cup final on May 19 and within days he applied for and gained Israeli citizenship.

The Treasury refused and for six years the Ineos headquarters remained in Switzerland.

A spokesman for Ineos told Press Association Sport in response to the Mail story: "We can't comment on market rumour or speculation".
