The Liberal government's bill to legalize recreational marijuana has cleared another vote in the House of Commons - but it still has to get a final stamp of approval from an unpredictable Senate before it can become law.

The vote will now move the legislation back to the country's Senate, which had already approved a version of the bill. It was defeated by a vote on Tuesday evening. While recreational marijuana is legal in nine USA states as well as the nation's capital, and has been legalized for medical use in 29 states, it remains completely illegal under US federal law.

Marijuana smoke lingers around from people smoking weed on Parliament Hill on 4/20 in Ottawa, Ontario, April 20, 2017.

Ms Petitpas said the government would follow its expert panel's recommendation to allow for the growth of up to four pot plants for personal use in households: "It is already possible for Canadians to grow cannabis for medical purposes and we absolutely believe the legislation should be consistent when it comes to recreational cannabis".

If Canada's Senate passes the bill, it will be sent to the governor general for royal assent.

Vancouver, where the use of cannabis is legal for medicinal use, has a large number of marijuana stores, largely due to its closeness in proximity to Washington, an American state in which cannabis has been legal for a number of years.

Concerns expressed about the bill by members of Parliament include how to keep marijuana away from children and how to address organized crime and traffic deaths related to marijuana use. It sets out parameters around the production, possession, safety standards, distribution, and sale of marijuana.

"Given the exceptional amount of work that went into the Senate's study of this bill, I understand that some of these outcomes are frustrating for some", he said, according to CTV News.

Canadian Sen. Peter Harder acknowledged his colleagues' reservations about the bill's specifics on Monday night.
